Hartford, CT Special Events & Permits: Parade Permits (2026)

Sec. 7-76 of the Municipal Code makes it unlawful to "engage in or participate in any parade... unless a permit to do so has been obtained from the director of licenses and inspections and unless such permit is carried by the person heading or leading such activity," exempting only funeral processions. "Parade" is defined broadly in Sec. 7-61 to include any parade, march, ceremony, show, exhibition, pageant or procession on a street, park or public place, but the definition expressly excludes public speeches, political rallies, marches, protests, demonstrations and similar events, which fall outside this permit scheme.

Applications go to the director of licenses and inspections not less than 20 nor more than 180 days before the event and must include, among other things, the organizer's contact information, the route and assembly points, the approximate number of people, animals and vehicles, and start/end times (Sec. 7-77). Late applications are allowed at the director's discretion for a non-waivable $50 fee, waived for city-sponsored events (Sec. 7-78). The director must grant the permit if eight statutory findings are satisfied, including that the parade won't substantially interrupt traffic, won't divert an excessive number of police officers or ambulances, won't interfere with firefighting, isn't likely to cause injury, and isn't held purely to advertise a product or for private profit (Sec. 7-79). The director must act within 10 days of filing, with denials appealable to the council within 5 days (Secs. 7-81, 7-82).

Fees under Sec. 7-64 scale with size: $350 for a single-lane "procession" of up to nine blocks, $10,000 for parades touching up to two arterial streets over 10 blocks or a half mile, and $20,000 for parades touching up to five arterial streets over 20 blocks or 1.5 miles, plus a damage/cleanup deposit collected by the office of cultural affairs; no fee waivers are permitted, and city-sponsored events are exempt. Permits must be carried by the parade leader (Sec. 7-86) and can be revoked by the director under the same standards used for issuance (Sec. 7-87).
