Hartford, CT Special Events & Permits: Park Event Permits (2026)

Hartford Municipal Code section 7-31 requires a permit from the director of licenses and inspections before anyone may hold a musical program, festival or similar event requiring exclusive use of a city park, street or public place. Applications under section 7-32 must be filed 60 to 180 days ahead, sworn, and disclose the organizer, expected attendance, vendor list, sound equipment, toilet facilities, alcohol use and a cleanup plan, plus proof of liability insurance. The director may grant or deny within ten days; a late fee of $50.00 applies to applications filed after the 60-day window. Public speeches, rallies, marches and protests are exempt.
