010(A)(3) defines a 'mass outdoor gathering' as any outdoor event drawing more than 500 people that includes a theatrical exhibition, public show, display, entertainment, or similar event such as a musical or rock festival, but excludes government-sponsored events on public land, events held entirely inside a permanent enclosed structure, and activities already covered by a Title 17 conditional use permit. 030(D) carves out land east of the Range 8/9 East line and north of the Township 29/30 North line from the borough's permit requirement entirely.

040's standards require one uniformed security guard per 150 attendees, EMT staffing for events over 15 road miles from an ambulance station or over 1,000 attendees, one gallon of potable water per person per day, one toilet per 75 people, solid waste removal within 48 hours, controlled traffic access, general liability insurance of at least $1,000,000 per occurrence and aggregate (plus liquor liability if alcohol is served), and a fire protection plan. Applications, filed with the director, must also include copies of the operator's ADEC food service permit application, any state alcohol permit application, and written notice to the Alaska State Trooper district office, borough public safety, and public works at least 14 working days before the event.
