Norman, OK Special Events & Permits: Parade Permits (2026)

NCC 32-107 sets a low bar for when Norman requires a parade permit: any funeral procession or parade of more than five cars or 20 people needs a permit from the Police Chief before it occupies, marches, or proceeds along any street. Smaller processions, five cars or 20 people or fewer, fall outside the permit requirement, but anything larger triggers it regardless of whether the event is a funeral cortege, a homecoming parade, a protest march, or a community festival procession. If a police escort is requested by the organizer or required by the Police Department for traffic control, NCC 32-107 charges both a permit fee and a separate escort charge, each set in the City fee schedule rather than fixed in the ordinance text.

The parade permit dovetails with NCC 32-417, which protects an authorized procession or funeral once it is underway: no driver may cut between the vehicles of an authorized procession or funeral while the procession is in motion and conspicuously marked as required by that section. Together, the two sections give the Police Chief control over whether a large group can use Norman's streets at all, and give the procession itself the right of way once permitted and marked. Because the permit sits with the Police Chief rather than a separate special-events office, organizers of a university-area parade, a homecoming procession, or a large funeral in Norman start with the Police Department, not Parks and Recreation or the City Clerk.
