Pageland, SC Special Events & Permits: Parade Permits (2026)

Section 22-93 of the Pageland Town Code, in Chapter 22's Article V on offenses against the peace, makes it unlawful to picket, parade or march anywhere in town without first securing a permit. The organizer, or an officer of the sponsoring organization, must sign and file a written application with the municipal clerk between 8:30 a.m. and 5:00 p.m. on a work day; the council may take up to three days after submission, excluding the filing date, before issuing the permit. The application must state the time, duration and purpose of the event, the area where the picketing, parading or marching will occur, and the individual, group or organization responsible for it.

Once a permit issues, the section imposes detailed conduct rules. No one may use verbal abuse, curses, insults, threats or violence against another person; march, parade or picket other than as the permit allows, absent the council's express written consent; engage in riotous or loud conduct that invades the privacy of homes or businesses; damage or injure people or property; block streets or a business's ingress and egress; interfere with an official's duties; or draw schoolchildren into a demonstration during school hours. Picketing specifically is capped at no more than four pickets per business at a time, no more than two picketed businesses per block at once, an eight-foot spacing between pickets on the sidewalk, and no trespass on the picketed property. Marching demonstrations are limited to two abreast on sidewalks or groups of no more than 100 people, must observe traffic devices, and speeches are capped at 30 minutes outside peak traffic times.

Chapter 22 sets no dedicated fine for Section 22-93, so a violation falls under the Code's general penalty in Section 1-7: up to $500.00, up to 30 days in jail, or both, with each day of a continuing violation a separate offense.
