Moore's Park operates under Town Code chapter 24, article II, which the town council adopted specifically to give every resident equal access to the facility. Reservations are handled administratively rather than by the council itself: section 24-43 puts approval or disapproval in the hands of the town administrator, who must receive a written application specifying the date, time and type of event at least 30 days before the requested use and must issue a decision, written notification of approval or disapproval, no less than ten days before that date.

Section 24-43 also bars any change or variance from these procedures unless the town council itself approves it. Once approved, section 24-44 requires the applicant to pay a reservation fee plus a damage deposit, both set from time to time by the town council rather than fixed in the code. The deposit is refunded only after the administrator or the public works director inspects the park and finds no damage or litter left behind; if either turns up, the applicant is billed for repairs and cleanup instead of getting the deposit back.

Section 24-45 lets the town waive the fee under 24-44 for other government agencies, churches and organizations recognized under 501(c)(3), though it specifies no fee may be charged for any Moore's Park activity unless the money is passed through for use by a public nonprofit agency. under section 24-42, on a first-come, first-served basis absent a council-approved reservation, and any activity there that is unlawful or a public nuisance is barred outright under section 24-46.
