Full Breakdown

27 makes it unlawful to sponsor, give or participate in a special event on private property without a permit from the City Manager. A special event is any temporary gathering, not exceeding 96 hours, that would not otherwise be authorized by zoning, would substantially inhibit vehicular or pedestrian traffic, or requires coordination of municipal services like police or fire/EMS. 5 acres may hold up to 52 events per year, generally 24 hours each, with up to four held consecutively for 96 hours. Charitable or civic organizations can seek City Commission approval to exceed the four-event cap and extend events up to 30 days.

Applications must be filed at least 16 business days before the event and must include the organizer's contact information, purpose, expected attendance, security and traffic-control plans, and a site plan for any temporary structures. 26 but do not need a separate application. The City Manager must issue a decision within six business days, and applicants must pay a special event application fee under Chapter 155, Appendix C.

Violations & Fines

A denied applicant may appeal in writing within ten days of the City Manager's posted decision; the appeal goes to a Special Magistrate for a final ruling under § 132.27(H). Permit holders remain liable under § 132.27(J) for the city's added costs of law enforcement, fire/EMS, public works and building department services caused by the event, whether or not a permit was obtained, and permits can be revoked for emergencies, non-compliance or a fraudulent application under subsection (I).
