10, without a permit from the Department. A person avoids a violation only by immediately leaving the park or by submitting the rental application, paying the fee, and obtaining the permit. The rental application must state the applicant's name and address, any sponsoring organization, requested days and hours, the facility description, and anticipated attendance. The Department issues a permit when the facility is available, not already reserved, the use fits the facility's intended purpose, and the activity will not unreasonably interfere with public enjoyment, endanger health or safety, risk violence or disorder, or entail extraordinary expense for supervision, cleanup, or police protection.

All required fees, including any security deposit, must be paid in full ten business days before the event; applications filed less than ten days out draw an additional expediting charge. Renters must furnish general liability insurance, provided to the City Risk Manager at least ten calendar days before the event, naming the City of Pompano Beach as additional insured. The Department must approve or deny a complete application within five business days; a denied applicant may appeal in writing within five calendar days to the City Manager, who sustains, overrules, or modifies the decision without undue delay.

Cancellations at least 48 hours ahead get a 75% refund of the rental fee; later cancellations get none. Permits are issued first-come, first-served, are nontransferable, and good only for the stated date. Cooking is confined to areas the Department designates, using an approved grill, stove, fireplace, or container, and starting a fire elsewhere or leaving one unextinguished is barred. Inflatable bounce houses need prior written Parks and Recreation approval, are capped at two per facility rental, and any generator used with them must meet Florida Building Code requirements; unapproved equipment is immediately deflated or disconnected by city staff.
