Redding, CA Special Events & Permits: Parade Permits (2026)

Under § 11.44.040, the city council may establish standard parade routes by resolution, and any person or organization that wants to use one of those routes must apply to the city clerk for a special event permit through the general process in § 11.44.050. That means the parade application is circulated to the police department, fire department, community services recreation and parks division, public works streets and transportation divisions, the Redding Convention Center, and risk management, and each department can attach conditions before the permit is approved.

If the parade requires closing streets to traffic, § 11.44.070 authorizes the director of transportation and engineering, working with the chief of police, to prevent traffic on the affected streets for as long as needed for public safety, and property owners or tenants along the route must get at least five business days' notice of the closure. A parade crossing a state highway, or using the Sacramento River or a bridge over it, needs a separate Caltrans or other state permit under § 11.44.060, on top of the city's special event permit.

The organizer covers the cost of city services provided for the parade under § 11.44.080, though the city council can agree in writing to co-sponsor the parade and waive part or all of that cost.
