040. Fees are set on the city's schedule of fees and service charges, available from the city clerk's office or the finance department's web page. 44. The code is explicit that a permit creates no entitlement to exclusive use: the director can deny an application in writing if the activity would unreasonably interfere with general public enjoyment of the park, would detract from public health, welfare, safety or recreation, could reasonably be expected to incite violence, crime or disorderly conduct, would impose unusual or burdensome expense or security needs on the city, would conflict with a scheduled city event, or if the facility is already reserved under another permit.

When granting a permit, the director may impose conditions covering fires, fireworks, amplified sound and decibel limits, dancing, sports, animals, equipment or vehicles, crowd size, and stage or bandstand placement. The director can also require a security deposit for damage or cleanup costs, payment of business license taxes or other fees, additional sanitary or refuse facilities, sponsor liability for negligence-caused loss or injury, written consent before transferring event responsibility, and proof of insurance for larger events. 20 are automatically incorporated into permit conditions unless the director waives or modifies them in writing.
