RMC 5-22-2 defines a PARADE as any organized group marching or in a procession, whether on foot, animal, or vehicle, and separately lists parades among the activities that qualify as a special event. A requires a special event permit for any parade meeting that definition, in addition to any street use permit otherwise required. 1, exempting parades, athletic events, or other special events that occur exclusively on City property and are conducted in full by the City of Renton itself; a privately organized parade on public streets does not qualify.

F lets the City weigh whether adequate parking and vehicle ingress and egress will be maintained and whether hours of operation will adversely affect surrounding uses. 3 authorizes conditions requiring a plan for emergency treatment and evacuation, compliance with fire regulations, and maintenance of unobstructed emergency passageways, all directly relevant to a marching procession moving through city streets. 10 requires notice to residents and businesses about any resulting street closure.
