Under § 154.83, a special event permit is required whenever an event, public or private, blocks vehicular or pedestrian use of streets, sidewalks, or rights-of-way, or needs added government permits like tent inspections or temporary food licenses. Applications must be submitted at least 30 days before the event date. Events are capped at 14 days of operation, and no single permit runs longer than 30 calendar days without prior city approval to extend. If police or fire overtime coverage is needed, the applicant must sign a cost agreement before the permit is granted. The permit fee is $35; city-sponsored events are exempt, as are funeral processions and licensed film productions.
