Satellite Beach, FL Special Events & Permits: Parade Permits (2026)

Satellite Beach City Code § 55-1 requires anyone who wants to hold or sponsor a special event within the city to get a special event permit before the event date, and to follow every term, condition and requirement in the issued permit as well as the rest of Chapter 55. Section 55-2's definition of special event names parades specifically, alongside athletic events, surfing contests, sailing regattas, carnivals, concerts, walk-a-thons, block parties, street dances, car shows, art/craft shows and fireworks displays, and separately classifies events as city organized, city partnered, city sponsored or private, with private events on residentially-zoned property excluded from the chapter entirely.

Filing deadlines run through the special events coordinator, appointed by the recreation director: under § 55-3, a parade on a designated holiday weekend, or one distributing alcohol, or one requesting a fee waiver needs an application 90 to 365 days out regardless of size; a major event, defined as 250 or more expected attendees, needs 60 to 220 days; a minor event needs 30 to 180 days. Once approved, § 55-5 requires estimated fees and any required bond paid at least 21 days before the event or the permit doesn't issue.

Denials can be appealed in writing to the city manager under § 55-8(c), who must decide within seven working days, with a further appeal available to city council if filed at least seven days before its next regular meeting. Chapter 55's genuine First Amendment carve-out, in § 55-2, exempts lawful demonstrations, marches and pickets that follow normal traffic controls from the permit requirement entirely.
