St. Peters, MO Special Events & Permits: Parade Permits (2026)

Chapter 390 of the St. Peters Municipal Code, Parades, Processions, Demonstrations, Etc., requires a Police Chief permit before any procession or parade, defined as five or more people or three or more vehicles moving together, or any public or private meeting of five or more people, uses a street, sidewalk, park or other public place; bona fide funeral processions are exempt under Section 390.010. Under Section 390.030, the organizer must submit a written application stating the object, time, place and route, and the Chief of Police may refuse the permit if it is not filed at least 24 hours beforehand; in the Chief's absence, the ranking officer on duty acts in his or her place.

The Chief also has authority to designate the actual route and which portions of the streets are used, choosing whichever path avoids obstructing public travel and business. Section 390.040 restricts parade and procession hours to whatever period is needed to minimize disruption to vehicle and pedestrian traffic, and bars any parade from starting or continuing after sunset or before sunrise. Sections 390.050 through 390.070 separately make it unlawful to physically interfere with a lawful parade or meeting, to direct profane, indecent, abusive or threatening language at participants that could provoke a breach of the peace, or for participants themselves to conduct the event in a way that creates a public disturbance, nuisance, or threatens rioting or disorderly conduct.

Picketing and demonstrating get their own permit-free framework under Article II's Section 390.080, but a parade, procession or organized public meeting still needs the Chief of Police's advance sign-off.
