St. Peters, MO Special Events & Permits: Park Event Permits (2026)

Section 240.060(E) applies once a special event held at a City park open to the general public, including festivals, picnics, bazaars, fairs or similar gatherings, is one for which a park use permit is to be issued and which the City has reason to believe will attract five hundred or more persons at any one time during the event. Once that threshold is met, the permit must be issued for and posted in the park area for public information, and Section 240.060(E)(1) adds a substantive condition to that permit: no animals may be brought onto or possessed within the permitted portion of the park premises, except animals that are part of a show, exhibition or activity that is itself part of the sponsored special event, and except animals owned and used by a disabled person or an authorized governmental agency.

The permit itself flows from the City Administrator's broader authority under Section 240.040(B) and (C) to formulate rules for use of parks, athletic fields, facilities and civic centers and to issue permits for both continuing scheduled use and single-occasion events, with the Board of Aldermen kept informed of any rules or amendments. Section 240.100 lets the City charge fees for the park areas, facilities or equipment reserved for the event, reviewed regularly by the Parks and Recreation Departments and reported annually to the Board of Aldermen by the City Administrator.
