St. Peters, MO Special Events & Permits: Street Fair Rules (2026)

Section 605.186 requires anyone who organizes a temporary or annual multi-vendor event in St. Peters, gathering multiple vendors under one operation, to apply for a multi-vendor operator license rather than let each vendor apply separately. The application filed with the City Clerk states the operator's name and address, the organization represented, the merchandise or services to be sold, the dates and every location to be used, the zoning category of the site with the property owner's written permission if the operator does not own it, and the State sales and use tax number required by Chapter 144, RSMo.

The fee schedule at Section 605.013 charges $10 per vendor for each temporary event running one to four consecutive days, or one to seven days inside an enclosed shopping mall in a "C-4" Zoning District, and $2,000 per month, or $24,000 a year, for an annual operation covering up to 200 vendor stalls, with each additional 100 stalls adding $1,000 a month. For a temporary event, Section 605.186(B)(1) requires the operator to report every vendor's name, address, State sales tax number and type of goods sold within ten days after the event ends, and to remit the fee then; for an annual operation, that report and fee are due monthly.

Section 605.186(G) bars multi-vendor operators from being licensed in residentially zoned areas, matching the same zoning limit that applies to itinerant vendors under Section 605.185(F). A building permit and occupancy permit are required first if any structure is erected for the event, and vacant-lot or parking-lot standards apply unless the Planning and Zoning Commission authorizes an exception for the event.
