Stonecrest, GA Special Events & Permits: Parade Permits (2026)

Chapter 17, Article VII of the Code of the City of Stonecrest defines a parade as an assemblage of persons, vehicles, bands, floats or devices gathered in public with some circumstance of show, excluding funerals and official government assemblies (Sec. 17-211). Section 17-221 makes it unlawful to hold or participate in a parade without first securing a permit from the city; the printed text, carried over from before Stonecrest's 2017 incorporation, still refers to the 'unincorporated area of the city,' but the police department administers this same permit article for parades within Stonecrest.

To apply, section 17-222 requires a written application to the police department listing the organizer's name, address and phone number, the date, hours, assembly point and disbursal point, the route, the anticipated number of marchers and vehicles, the number of bands and floats, and signed statements accepting responsibility for vehicle mechanical failures and for keeping the route free of litter. Section 17-223 requires the application at least five days before the parade so the police department can notify utility companies and city departments; the chief of police may deny or reroute the parade if utility work along the route cannot be interrupted.

Under section 17-224, the chief of police may require a forfeiture-type police bond of up to $250,000.00 and a $5,000.00 sanitation bond, though section 17-228 waives the sanitation bond for school-sponsored parades on non-arterial streets, neighborhood-association parades confined to residential streets, and city-sponsored events. The permittee has up to six hours after the parade ends to clear litter before the sanitation department inspects the route and may draw on the bond for cleanup costs. Section 17-227 bars issuing any parade permit for a parade held between 11:00 p.m. and 7:00 a.m.
