24, subject to the chapter's listed exceptions. 040 requires the written application to go to the chief of police at least 24 hours before the activity, and to state the organizer's name and contact information, the person directly in charge, the purpose, date, time and route or location, the approximate number of participants and vehicles or animals involved, assembly and dispersal plans, whether the parade will occupy all or part of the streets traversed, and whether a permit has also been sought from any other city along the route.

050 requires the chief to issue the permit once satisfied the activity will not substantially interrupt safe traffic movement, will not unduly interfere with fire, police or ambulance access, will not interfere with firefighting or emergency equipment, is not reasonably likely to cause injury or provoke a disturbance, and is not being held solely to advertise a business's goods or services. 030 exempts funeral processions, government agencies acting within their functions, and supervised school activities. 070 lets the chief deny a later application that conflicts with a prior permit request for the same time and place, offering the applicant an alternate slot instead.
