Wylie, TX Special Events & Permits: Parade Permits (2026)

Wylie Code of Ordinances § 110-105 regulates parades, processions and funeral processions on city streets, sidewalks and public ways. Subsection (a) generally bars any parade or procession from occupying a street except in accordance with a permit issued by the chief of police, though military forces and the police and fire departments are excepted. Subsection (c) adds a specific commercial parade and parade permit scheme: a person violates the subsection by engaging in, participating in, aiding or commencing a pedestrian or vehicular commercial parade or parade without first making a written application for, and receiving, a parade permit from the chief of police.

Peaceful demonstrations at a fixed location, funeral processions and sidewalk processions that stay to no more than half the sidewalk are exempted from the permit requirement. An applicant must apply no less than ten working days before the parade's commencement, pay the fee the city council sets from time to time, and provide the applicant's contact information, the parade's date, time and route, and estimated participant and animal counts. The chief of police must approve or deny the application within seven working days, and can set an alternate route if the requested route would interfere with traffic flow.

A permit is denied if it would conflict with an already-permitted parade or if the chief of police believes the parade will cause violence, riot or another public safety problem, or interfere with traffic during peak periods; it is revoked if the parade fails to begin within 30 minutes of its scheduled time or the application contained a false or misleading statement. A denial or revocation can be appealed in writing to the city manager within two days, whose decision is final. Every parade permit granted under this subsection expires after a maximum of three days.
