Wylie, TX Special Events & Permits: Street Fair Rules (2026)

Wylie Code of Ordinances § 14-182 requires any "special event," defined in § 14-181 as an occurrence wholly or partly on city rights-of-way that may interrupt regular citizen activities or require special city involvement (examples given include fireworks displays, carnivals and runs), to obtain a permit from the building official and pay the council-set fee, unless it falls into a listed exemption such as a city- or WISD-sanctioned event, a private party, or a block party. Applications must be filed no less than 30 days before the event, though the building official may accept a late filing for good cause, and must disclose the applicant, location, parking plan, expected attendance, tents or structures, signage, loudspeaker use, start and end times, and purpose.

The building official weighs standards under § 14-182(b)(5), including whether the event would substantially interrupt traffic, over-tax police, ambulance or fire response, or unduly interfere with adjacent business trade, and may deny or revoke a permit for conflicts, false statements, a prior revocation within 12 months, or a public-safety threat identified by the police chief, fire chief or public services director. Appeals of a denial or revocation go in writing to the city manager within seven working days, and the city manager's decision is final.

A granted permit cannot exceed 14 days, and the same location cannot receive another special event permit until 30 days after the prior permit expired. Section 14-183 requires the applicant to show a 10 percent parking surplus over projected attendance, and § 14-184 adds vendor-relevant conditions: a 7:00 a.m. to 10:00 p.m. operating window, tent and temporary-structure compliance with the fire code, at least two portable sanitary facilities, on-site commercial dumpsters, daily animal-waste removal, and loudspeakers restricted to the same daytime hours absent council approval.
