Section 21-12, Large Gatherings, requires any group larger than 30 people to apply in advance to the park superintendent before holding a picnic, meeting or other gathering in a public park, and the applicant must leave the name, address and telephone number of the person responsible for cleanup, a condition that ties a specific individual to post-event maintenance. Section 21-14, Special Activities, separately governs entering any area or building in a park where a special activity is already operating: a visitor must comply with the posted regulations for that activity or pay whatever fee is required, which covers ticketed or fee-based park programming rather than informal gatherings.
