Bellevue, NE Special Events & Permits: Street Fair Rules (2026)

Article III of Chapter 5, adopted by Ord. 3759 on March 24, 2014, defines a PUBLIC EVENT broadly: any activity tied to a specific time and place, usually produced with community organizations on city-owned property, that involves entertainment, amplified sound, food, beverage or merchandise sales, a festival, trade show, craft show, public dance, concert or performance; that substantially disrupts traffic; that uses public facilities; or that requires city services it would not otherwise need. Section 5-37 requires the applicant to file with the city clerk a description of the event site, the sanitary facilities, water, power and parking arrangements, the days and times of the event, and the names and addresses of the organizers, including corporate officers if the applicant is a corporation.

Section 5-38 requires the city clerk to publish notice of the application once in a legal newspaper of general circulation at least five days before the city council hearing, and the council may grant or withhold the license in its discretion after hearing any objections. Section 5-39 sets the price: an event fee under the Master Fee Schedule, plus a separate per-ride, per-show, per-concession-stand or per-sales-booth fee, and that vendor fee does not count against the temporary business license fee that section 23-21 otherwise charges.

Section 5-40 lets the Chief of Police or a designee revoke the license immediately if the licensee is convicted of violating any law regulating places of amusement.
