Separately, the City Manager or Director of Parks and Waterfront may impose an administrative penalty of up to $10,000 under Section 6.46.120(B) on anyone whose park event triggers a major police response, six patrol officers between 11 a.m. and 2 a.m. or three at other times, or who misrepresents security plans or violates permit conditions contributing to such a disturbance. That administrative penalty can be appealed to the City Council within ten days under Section 6.46.120(D).
