Oakland, CA Special Events & Permits: Park Event Permits (2026)

Article II of Chapter 12.64 opens with a statement of principles at § 12.64.250 recognizing park use for assembly and speech as a right belonging to all citizens, but one that is "relative" and must be exercised "in subordination to the general comfort and convenience." Section 12.64.280 requires a permit for any private or special park event and bars issuance if the city has already scheduled a city-sponsored event at the same time and place. A "private event" is defined at § 12.64.260 as 25 or more patrons at a non-public gathering (picnics, birthday parties, church or school events); a "special event" is one open to the public (rallies, concerts, fundraisers, fairs) and is cross-referenced to Chapter 9.52's special-event permit process.

Private event applications go to the PRCS Central Reservations Unit 15 working days to 11 months ahead (§ 12.64.290), while special-event applications need 90 days to 11 months' notice and must also be filed with the Oakland Police Department under Chapter 9.52 for approval by the Chief of Police or designee (§ 12.64.291); the Director of PRCS decides private-event permits within 15 calendar days (§ 12.64.310). Applications must list the applicant, sponsoring organization, addresses, the park, start/finish times, expected attendance, equipment and amplified-sound use, and estimated parking needs (§ 12.64.300).

Section 12.64.320 lists denial grounds: no toilet facilities, no crowd-control monitors, no cleanup plan, refusal to sign the indemnification agreement, missing insurance certificate, or a conflicting existing permit. Denied private-event applicants can appeal within five working days to the Parks and Recreation Advisory Commission under § 12.64.330, whose decision is final; special-event appeals instead go through the Title 9, § 9.52.90 reconsideration process.
