20 (Parks and Recreation Areas) applies at every park, recreation area, city-run building and school facility being used recreationally under city control. Sec. 040(a) bars anyone from holding, conducting, participating in, attending or addressing a meeting, organized gathering, group picnic, celebration, parade, service or exercise of 25 or more persons in a park without a written permit. The enforcement officer, appointed under Sec. 050, or the officer's designee issues permits for patriotic, municipal, memorial, social, educational, training, entertainment or recreational purposes. Sec. 040(c) requires the issuing authority to find the activity compatible with proper park uses, that it will not unreasonably interfere with the public's general use of the space, that it complies with all other laws and code provisions, that it is not reasonably expected to incite violence, crime or disorder, and that it will not create unusual or burdensome police or city expense.

If an admission fee, solicitation, or collection is planned at the event, the application must say so up front, and no one may charge or solicit at the gathering unless the permit expressly allows it. Under Sec. 040(e), the issuing authority can attach conditions and require insurance, an indemnity bond, or a money deposit to cover extraordinary police services or protect the city from liability. Every issued permit must state the time, place, and name of the permitted person, society, association or organization per Sec.

040(f). The city manager also has separate authority under Sec. 050 to post additional park rules and regulations that apply on top of the permit requirement, and Sec. 030 lets the city manager, police chief, fire chief or parks and recreation director close a park entirely during an emergency or public-safety event.
