Lawrence, KS Special Events & Permits: Park Event Permits (2026)

Section 15-201 makes the parks, recreation and culture department the steward of the city's parks and cultural life: it manages and maintains parks and recreational facilities, organizes recreation and cultural programming and special events, maintains street trees, manages cemeteries, and plans new park areas, in addition to whatever other duties the city manager assigns. Section 15-202 staffs the department with a director plus whatever additional employees an ordinance authorizes or the city manager deems necessary. Section 15-203 then draws the permit line: promoting an event "designed for profit or to attract the public" in a city park without a valid department-issued permit is unlawful.

The section doesn't further define what counts as attracting the public, so an organized gathering marketed to draw a crowd, commercial or not, falls inside it. The whole of Article II, including this permit rule, was repealed and reenacted from scratch by Ordinance No. 10104, adopted February 4, 2025, replacing an older scheme that dated back to the 1979 code. 00 in fines, up to 180 days in jail, or both, and each day an unpermitted event runs counts as a separate offense if the violation is continuous.
