O'Fallon, MO Special Events & Permits: Park Event Permits (2026)

100(D) requires a permit from the Parks Director and the Recreation Director, or a designate, before hosting a public picnic, public celebration or event, a concert, or organized use of picnic grounds, baseball or softball fields, tennis or multi-use courts, soccer fields, football fields, or any other area booked for league play, games or tournaments by individuals, schools or companies. Fees and detailed guidelines run through the City's separate Facility Use, Special Event and Athletic Field Policies. Subsection 1 requires the applicant to submit an application for review by both Directors.

Subsection 2 sets the standard for issuance: if the facility hasn't already been reserved for the requested time, the permit issues unless the proposed use would unreasonably interfere with public enjoyment of the park or with public health, welfare, safety and recreation; is anticipated to incite disorderly conduct, violence or crime; would require unusual, extraordinary or burdensome expense or Police supervision by the City; or the facility has already been reserved for another use. Once issued, subsection 3 binds the permittee to all park rules and ordinances as if they were written into the permit, and subsection 5 lets the Directors or Police revoke a permit for a rule violation or other good cause. Subsection 4 makes the permittee, not the City, liable for its own negligence.
