Section 225.130 lets the Mayor or City Administrator declare a Festival District covering the entire area, including streets, parks, businesses and residences, inside the boundaries set for a City festival or public event; Section 225.140 requires at least fifteen days' public notice before the district takes effect. Section 225.180(A) then lists the restrictions that apply once a district is declared. Item 6 is the core vendor rule: soliciting or distributing handbills is not allowed 'unless you are an authorized vendor or sponsor with a permit to do so,' meaning street-fair vending and promotional activity is permit-gated rather than open to anyone.

Item 2 bars temporary shelters such as tents, large umbrellas, gazebos and dining canopies during festival times, a restriction that squarely affects unauthorized vendor booths. Other items in the same subsection prohibit weapons, glass containers (non-motorized coolers are allowed), animals other than service animals and Police canines, skateboards/bicycles/motorized coolers, and fireworks other than the City's own display, and subject all bags and containers entering the district to inspection with seizure of prohibited items. Section 225.150 authorizes Police to tow and impound vehicles parked in violation of festival parking restrictions, at the owner's expense, and Section 225.190 sets the penalty for any Article III violation, including the vendor rule, as a fine under Section 100.010.
