Parsippany-Troy Hills, NJ Special Events & Permits: Park Event Permits (2026)

Section 290-8 A(1) of the Parsippany-Troy Hills Township Code lists the park uses that need a permit: camping, group use by more than 15 people, special events, nonprofit vending, possession and consumption of alcoholic beverages, fields with an artificial surface, Township fields for an organized game, any other use the Department's rules list, and, since 1-11-2022, all picnic pavilions. Section 290-10 F(1) words the group threshold as a group of 15 or more persons, and § 290-10 F(3) adds that holding a public meeting, giving a concert or entertainment, erecting a tent or stage, or using a loudspeaker or amplifier also needs a permit.

The permit must be in the user's possession at the park. The request to the Department states the applicant's name and address, any sponsor, a contact person present throughout, the type of activity, the days and hours, the park or portion of it, the approximate number of participants, and for alcohol the amount, container type and plan for removing refuse. Every applicant completes an insurance waiver and release and submits a certificate of insurance.

Under § 290-8 B the Department issues the permit if the activity will not unreasonably interfere with public enjoyment of the park, the facility is free at that day and time, and the applicant's past permits were used in compliance. The Township reserves the right not to schedule activities so maintenance staff can finish work. Within five days of receiving an application, the Department gives written reasons for a refusal, and the applicant can appeal to the Township Council by serving notice on the Township Clerk within five days.

Section 290-8 G limits refunds to two weeks' notice, a physician-documented illness or injury, fields closed for hazardous conditions, or weather too severe for picnic areas, and a refund carries a $10 processing fee. The portable stage rents for $750 per day for residents and $2,000 per day for nonresidents, and staff time is billed under § 290-16 at $100 per hour per employee. Alcohol is limited to picnic areas in nonglass containers under § 290-10 G.
