' Section 13-2-3(A) requires an applicant for a use permit to file with the Director not less than 20 days nor more than one year before the proposed use, though the Director may waive the 20-day window if the applicant waives appeal rights. The application, per Section 13-2-4, must be signed or co-signed by someone at least 21 years old who agrees to be responsible for any damage, and must list the facility requested, start and finish times, expected attendance, extra equipment needed, the nature of the activity including amplified sound, fees to be collected, and parking needs.

The Director decides within 14 days under Section 13-2-5(A), applying a priority order under Section 13-2-5(D) when facilities are double-booked: city-sponsored uses first, then school-district uses, then groups of mostly city residents, then groups of mostly nonresidents. Section 13-2-7 requires fees and deposits for use of personnel, buildings, equipment or facilities to be submitted with the application, set by the Director subject to City Council approval. Section 13-2-8 requires the permittee to agree in writing to hold the city harmless and may require proof of liability insurance.
