Waterloo, IA Special Events & Permits: Sidewalk Dining & Cafés (2026)

Waterloo City Code section 3-4G-4 makes it unlawful to erect or operate a sidewalk café without a permit, jointly issued to the establishment's operator and the fee simple property owner. Section 3-4G-5 confines sidewalk cafés to the Central Business District, attached and adjacent to the establishment (or within 5 feet of its façade with neighboring owner permission), and no wider along the sidewalk than the establishment's own frontage. Section 3-4G-6 requires an application with insurance certificates, a scaled drawing of the café layout showing trees, benches, trash receptacles, utility boxes and fire hydrants, and a nonrefundable $50 application fee, filed by February 1 for renewals.

Section 3-4G-7 sets the permit fee at $100 for a sidewalk café with a liquor license and free for one without, valid from April 1 through November 1 each year. Section 3-4G-9 requires $1,000,000 in commercial general liability insurance, and section 3-4G-11 caps alcohol service at 2:00 A.M. and requires operators to monitor entrances during alcohol service. Section 3-4G-14 lets the city suspend a permit for at least 14 days or revoke it for a full season for code violations, unpaid fees, or failed inspections, following notice and a city council hearing.
