Sec. 2-540 defines a special event broadly to include a fair, carnival, tent revival, art festival, or similar occurrence held on public or non-public lands or in a right-of-way where the event would substantially inhibit the usual flow of pedestrian or vehicular travel or preempt the public's use of the area. Sec. 2-541 makes it unlawful for any person, organization, firm, or corporation to conduct, participate in, advertise for, or promote such an event without first obtaining a special event permit, plus a special event advertising permit if applicable.

The city must act on a complete application within 15 business days; if the city manager denies it, the applicant can appeal to the city commission within five business days. Sec. 2-542 requires the completed application at least 30 days before the event (60 days if commission approval is needed) and directs the city manager to weigh public-safety impact, traffic disruption, police and fire resource strain, parking, and sanitation before approving. Sec. 2-543 layers on conditions: the site must be restored within 24 hours, the applicant must carry at least $1,000,000 in general liability insurance naming the city and BSO as additional insureds, and the applicant must comply with the noise ordinance at Chapter 34, Article II. Permits can be revoked by the city manager for noncompliance or based on emergency or disorder.
