003. 053 carves out a narrow exemption: a person whose income from a specific activity is under $500 in a calendar year does not need a license, but must file a notarized statement with the Director of Finance attesting to that fact. The same Section then singles out sellers at the City's own festivals for more favorable treatment: persons selling their wares at City of Florissant craft fairs, the Valley of Flowers or Fall Festivals are exempt from obtaining a business license and are also exempt from providing a statement to qualify for the exemption.

That means a craftsperson or vendor at one of these named City events needs no license and no paperwork proving their income, a distinct and more permissive rule than the general occasional-seller exemption. The exemption is event-specific: it covers wares sold at the named fairs and festivals, not general retail selling elsewhere in the City. 055 separately exempts handicraft sales by a person 60 or older whose craft income is not the majority of their annual income. Any vendor operating outside these named exemptions, including at a privately organized street fair not sponsored by the City, must still obtain a business license or a temporary special event permit under Article III of Chapter 605.
