No person shall conduct or cause to be conducted in the city any so-called "street carnival" or "street fair" unless the same is composed of local talent and operated by local fraternities, groups or clubs; provided, however, that in no event shall any street carnival or street fair be permitted to operate within the city unless a petition requesting same is first filed with the city clerk, signed by at least fifty percent (50%) of the people living within a radius of three hundred (300) feet of the location proposed to be used for such street carnival or street fair. The word "people," as used in this section, means any person of the age of eighteen (18) years and upwards.

Violations & Fines
