Full Breakdown

020(A), the city manager or a designee may grant an organization or group a permit to use any public street, sidewalk, other public way, or city-owned parking lot for a special event, festival, program, or promotional gathering. The permit can be conditioned on five things: conforming to specified hours of operation on the approved date or dates; agreeing to retain special police protection if the director of public safety deems it necessary; maintaining liability insurance in an amount acceptable to the city, with coverage extended to name the city of Rohnert Park; agreeing to any other conditions the city manager deems necessary to protect community health and safety; and, if alcohol sales are part of the event, producing evidence of the organizer's California alcoholic beverage sales license before the permit issues.

34, an organizer planning a beer garden, wine walk, or vendor row that will pour alcohol on a closed street has to secure this specific permit rather than relying on a general special-events sign-off.

Violations & Fines

Operating a street fair, festival or promotional gathering on public right-of-way without this permit exposes the organizer to the underlying Chapter 9.34 open-container and public-way violations the permit exists to excuse; those carry infraction penalties for a first offense, escalating to a misdemeanor on a fourth violation within twelve months under Section 9.34.040, with each day of an unpermitted event treated as a separate offense.
