Sec. 011 makes it unlawful for any person to park or place a stand, trailer, or vehicle on a public street, alley, right-of-way, sidewalk, city park, or other city property to sell, display, take orders for goods, wares, merchandise, or services, or to solicit charitable contributions, without a permit.
