E(4) sets the numeric limits: each lot or parcel gets a maximum of 10 separate events per calendar year, each one capped at three days, with at least 10 days required between the end of one event and the start of the next on that lot. A parcel with more than one business is still treated as a single property for counting purposes, and if an event spans multiple parcels, it counts against every participating parcel's annual total, so a multi-tenant center cannot stack separate business events to exceed the cap.

E(4)b lets the Director or Building Official require extra portable sanitation facilities beyond what's already on site, and every special event still has to meet its established occupancy load and other building and fire code standards. E(4)c confines outside sales for an event run by a single business to that business's own frontage, so a vendor cannot spread tables or displays across a neighboring property or into the public right-of-way. E(4)d allows them only in conjunction with an organized community event, not as a standalone activity. D, including that off-street parking be sufficient and disturbed areas be restored afterward.
