The special events and public amusements committee reviews each application, which must describe the premises, expected crowd size, parking and street-closure plans, security, restrooms, and trash service (Sec. 36-43). An event proposed within 1,000 feet of a school or religious organization can be denied outright if it runs more than three days or is likely to cause disruptive noise, crowds, or traffic (Sec. 36-4). Events on city property may require insurance and a signed indemnification agreement, plus a promise to restore the property afterward (Sec. 36-44). One-day permits carry no fee; annual permits do.
