Titusville, FL Special Events & Permits: Street Fair Rules (2026)

Article XII, Special Events, defines a "booth" as any small stand for selling goods or running games and entertainment tied to the event, and sorts every fair or festival into one of three classes. A "Class A" event is designed to draw patrons from both inside and outside Brevard County and may include paid commercial advertisement or outside beer and alcohol concessions; the code lists festivals, concerts, athletic events, contests, competitions, and dances as examples, limited to the downtown redevelopment area, urban village, and industrial-zoned property, with up to four stages, an observation tower, and four days of activities running no earlier than 7:00 a.m. and no later than 11:00 p.m.

(1:00 a.m. on New Year's Eve). A "Class B" event draws mainly from the Titusville area and Brevard County market and covers cultural events, arts and craft shows, community celebrations, and parades, capped at two stages and four days, and barred from single-family residential lots. Under Section 11-502, every organizer files a completed special event application with the special events coordinator, including a pre-event assessment naming the event's location, dates, estimated attendance, a detailed site plan with pedestrian access, a vehicular traffic control plan, and a life safety plan, along with a fifty dollar ($50.00) application fee per event, capped at two hundred dollars ($200.00) per organization per year.

City staff approve or deny both Class A and Class B events, and no single location may host more than four Class B events in a calendar year outside the downtown redevelopment and industrial districts. Section 11-503 requires Class A and Class B applications sixty days ahead of ordinary dates, and even earlier, up to a year out, around major holiday weekends.
