Missouri State Fireworks Licensing and Sales Rules

Under RSMo 320.106 to 320.161, Missouri requires anyone manufacturing, distributing, wholesaling, or retailing consumer fireworks to obtain a license from the State Fire Marshal. Permissible consumer fireworks must comply with APA Standard 87-1 and federal CPSC regulations. Retail sales are limited to designated periods (June 20 through July 10 and December 20 through January 2). Licensees must carry liability insurance and comply with NFPA 1124 storage standards. While the state preempts seller licensing and product standards, municipalities retain authority to ban or restrict discharge.

Selling without a license is a class A misdemeanor. License revocation, civil penalties up to $500 per violation, and seizure of unauthorized fireworks may apply.
