The wall of the pool itself is not automatically treated as the barrier; owners should verify with the City how their specific installation meets the 60-inch enclosure standard.
Treating an above-ground pool as exempt from fencing is a common error. An above-ground pool without a compliant 60-inch barrier and self-latching gate fails the same enclosure and safety-feature requirements as an in-ground pool and will not receive final approval.
