The City of Chino Hills requires that all swimming pools and spas be fully fenced with permanent barriers that comply with the 2019 California Residential Code. The City's Pool/Spa Enclosure Requirements specify that enclosures and access gates 'shall be a minimum height of 60 inches,' and 'the maximum vertical clearance from the ground or other surface to the bottom of the enclosure shall be two inches.' Any access gate through the enclosure 'shall open away from the pool/spa, and be self-closing with a self-latching device placed no lower than 54 inches above the ground.' Barrier openings and member spacing must comply with CRC 3109.4.1: openings must not allow passage of a 4-inch-diameter sphere; where horizontal members are less than 45 inches apart they must be on the pool side with vertical spacing no greater than 1.75 inches; where horizontals are 45 inches or more apart, vertical spacing may be up to 4 inches. The barrier's outside surface must be free of handholds or footholds that could let a child under five climb over. The City also adopts an amendment (Appendix G, section AG105.2.a, new a.4) requiring that any garage man door forming part of the pool barrier have a self-latching device placed at least 54 inches above the garage floor. Glazing within five feet of the water's edge must be safety glazing (CRC R308.4).
An enclosure that is under 60 inches, has gaps over 2 inches, lacks a self-closing/self-latching gate, has improper member spacing, or includes a non-self-latching access door will fail inspection. Final approval is withheld until barrier violations are corrected.
