Rialto adopts the California Building Code through RMC Title 15. Gates must be self-closing, self-latching, with latch release at least 54 inches above the ground. Where a residence wall forms part of the barrier, doors leading to the pool must have an alarm or other SB 442 feature. The Rialto Fire Code (RMC Ch. 15.28) and zoning fence-wall rules (RMC Ch. 18.61, §18.61.170) also regulate fence height and materials in yards.
Missing or non-compliant barriers are public-nuisance violations under RMC Title 8 (Health & Sanitation) and Title 15 enforcement; pools cannot be filled until barriers pass final inspection. Community Compliance may issue administrative citations and abatement orders.
