California Health and Safety Code 115920 through 115929 (the Pool Safety Act) requires every new or remodeled residential pool or spa to include at least two of seven approved drowning-prevention safety features. The most common combination is a permanent enclosure at least 60 inches tall with a self-closing and self-latching gate that opens outward from the pool plus exit alarms on doors leading from the house to the pool area. Gate latches must be located at least 60 inches above the ground or otherwise inaccessible to small children. Openings in the barrier cannot exceed 4 inches, and horizontal rails must be spaced so children cannot climb the fence. Removable mesh pool fencing meeting ASTM F2286 satisfies the barrier requirement. Existing pools are generally grandfathered unless a remodel or permit triggers compliance.
