Chino Hills adopts an amended version of the California Pool Safety Act: new or remodeled residential pools and spas must include at least two approved drowning-prevention safety features, such as an isolation enclosure, approved safety cover, exit alarms, self-latching access devices, or a pool alarm. A City inspection confirms compliance before final approval.
The City of Chino Hills states that 'Section 115922 of the Health and Safety Code is amended to read' that, in addition to the pool/spa enclosure requirements, 'when a building permit is issued for the construction of a new swimming pool or spa or the remodeling of an existing swimming pool or spa at a private single-family home, the respective swimming pool or spa shall be equipped with at least two' drowning-prevention safety features. The qualifying features mirror state law: (1) an isolation enclosure meeting Section 115923; (2) removable mesh fencing meeting ASTM F2286 with a self-closing, self-latching, key-lockable gate; (3) an approved safety pool cover per Section 115921(d); (4) exit alarms on home doors with direct pool access; (5) a self-closing, self-latching device with a release mechanism placed no lower than 54 inches above the floor on doors with direct pool access; (6) an in-water pool alarm certified to ASTM F2208 (wearable individual alarms do not qualify); or (7) other independently verified protection of equal or greater effectiveness. The City adds that all doors providing direct access from the home or garage to the pool area must have a self-closing and self-latching device with the latch at least 54 inches from the floor (amended CRC AV100.2(5)). 'Before the issuance of a final approval... the local building code official shall inspect the drowning safety prevention features required by this section.'
If a permitted pool or spa lacks at least two qualifying safety features, or required access doors are not self-closing/self-latching, the building official will not grant final approval until the deficiencies are corrected and re-inspected.
