San Joaquin County enforces California's Swimming Pool Safety Act (CA H&S Code Β§115920). A 60-inch minimum barrier is required for all private pools over 18 inches deep. The County Community Development Building Inspection Division (209-468-3121) oversees compliance.
San Joaquin County Community Development publishes swimming pool fence requirements consistent with CA H&S Code Β§115920 (Swimming Pool Safety Act). The minimum barrier height is 60 inches measured from the exterior. Gates must open outward away from the pool, be self-closing and self-latching, with the latch release at least 60 inches above ground. Fence openings must not permit a 4-inch diameter sphere to pass through, and the surface must be free of handholds and footholds. For pools built or remodeled after January 1, 2018, a second drowning prevention safety feature is required. The barrier must be in place before final inspection approval. Building permits are required for pool construction. Contact Building Inspection at (209) 468-3121.
Non-compliant pool barrier: building code violation, stop-use order. Must be corrected before pool may be used.
