Pools and in-ground spas in Lodi must be enclosed by a barrier at least 60 inches high with self-closing, self-latching gates that swing away from the pool, per the California Swimming Pool Safety Act (Health & Safety Code §115923) and California Residential Code Appendix AX, adopted through LMC Title 15.
Cal. Health & Safety Code §115923 sets the enclosure standard: minimum 60-inch barrier measured from the outside, maximum 2-inch clearance from grade, no openings that allow passage of a 4-inch sphere, and gates that open away from the pool with self-latching hardware mounted at least 60 inches above the ground. CRC Appendix AX (Swimming Pool Safety Act), which Lodi adopts through LMC §15.04.010, mandates that new or remodeled pools at single-family homes include at least two of seven approved drowning-prevention features listed in HSC §115922(a) - the isolation enclosure, ASTM F2286 removable mesh fence, ASTM F1346 safety cover, door/window alarms, self-closing door hardware, ASTM F2208 pool alarm, or an approved alternative. The barrier must be inspected before final approval per HSC §115922(c).
A non-compliant barrier blocks final inspection and certificate of occupancy. Once installed, an owner who later removes or disables the required barrier commits an infraction under LMC §1.08.010 ($100/$200/$500 escalation) and may face misdemeanor charges if a drowning or near-drowning occurs. Code Enforcement may issue an administrative citation under LMC §1.10 and refer chronic violators for nuisance abatement.
