All private residential pools over 18 inches in depth must be surrounded by a barrier of at least 60 inches (5 ft) measured from the outside. The barrier must have no openings allowing a 4-inch sphere to pass through, no footholds enabling climbing, and a maximum 2-inch clearance from ground to fence bottom. Gates must be self-closing and self-latching, with the latch release at least 54 inches from the ground. New and remodeled pools must also include at least two of seven drowning prevention safety features including mesh pool fences, door alarms, pool alarms, and safety covers. A building permit is required to construct a pool.
