Flower Mound enforces pool barrier fencing under the adopted International Residential Code and Texas Health and Safety Code Chapter 757. All residential pools must have a barrier at least 48 inches high with self-closing, self-latching gates. Chain-link fencing is prohibited for new pool enclosures, and most HOAs require wrought-iron style barriers.
Flower Mound requires all residential swimming pools, hot tubs, and spas capable of holding water 18 inches or deeper to be enclosed by a barrier at least 48 inches high measured from the exterior grade. Gates must be self-closing and self-latching, with latches placed at least 54 inches above grade on the exterior side or equipped with a key lock or combination mechanism. Texas Health and Safety Code Chapter 757 establishes statewide minimum pool enclosure standards and applies throughout Denton County. Chain-link fencing is not permitted for new pool enclosures in Flower Mound. The barrier must not have openings that allow passage of a 4-inch sphere, and horizontal rails or climbable elements are prohibited on the exterior face. When the dwelling wall serves as part of the pool barrier, all doors providing direct pool access must have self-closing devices and UL 2017-compliant alarms. Building inspection is required before the pool may be filled. Many Flower Mound HOAs, including Bridlewood, Wellington, and Canyon Falls, require wrought-iron or ornamental metal pool fencing under their architectural review guidelines.
Failure to install compliant pool fencing results in denial of final building inspection and inability to fill the pool. Code compliance violations carry fines up to $500 per day. Each day of non-compliance constitutes a separate offense.
