All residential pools capable of holding water 18 inches or deeper must be surrounded by a barrier at least 48 inches tall measured from the exterior side. Barriers must not have openings or gaps that would allow a sphere 4 inches in diameter to pass through. Chain-link fencing used as a pool barrier must have no larger than 1.25-inch diamond openings. Gates must be self-closing and self-latching, with the latch located at least 54 inches above grade or on the pool side with a release mechanism requiring reaching over the gate. Doors from the dwelling that open directly to the pool area must be equipped with an alarm or self-closing device. The property boundary fence may serve as part of the pool barrier if it meets height and construction standards. Above-ground pools with walls 48 inches or higher may use the pool wall as a barrier if the access ladder is removable or has a lockable gate. A building permit from the Lewisville Inspections Division is required before pool construction begins. The pool barrier must pass inspection before the pool is filled.
